He was born in Seattle and split his growing up years between here, New Jersey, and Florida. He received a BS in Civil Engineering from the University of Florida. He is retired from Boeing after 32 years. He worked nine of those years in European Boeing Field Service at the airlines in Rome, Amsterdam, Moscow, and London. This gave him an appreciation for their excellent and well integrated national rail systems which he used extensively. While there he saw their governments spending billions on improving existing and new high speed rail lines. He is a strong advocate of passenger rail service locally and nationally.

Experience
Electrical engineer with more than 40 years of experience in the design, construction, maintenance and operation of railroad and rapid transit communication and signal systems, with the Pennsylvania Railroad, 1953 to 1963, Milwaukee Road, 1963 to 1972, Norfolk and Western, 1972 to 1976, and finally with the Ralph M. Parsons Company Transportation Group (formerly De Leuw Cather and Company), 1976 to 1996. This last experience included work on Amtrak’s Northwest Corridor.
Stuart Adams was born not more than 100 yards away from the main line of the Great Northern Railway at Colbert, Washington where his father was a telegrapher. Graduate of Chelan High School and the Worsham College of Mortuary Science in Chicago, IL, Stuart went on to own and operate funeral homes in Seattle and Bothell, WA. He retired in 1994 after working sixty-one years in funeral service. Always interested in transportation, he served on the Seattle Transit Commission from 1962-1971.
Stuart Adams was a long-standing director of the Washington Association of Rail Passengers/All Aboard Washington and the National Association of Railway Passengers. He continues to serve All Aboard Washington as a member of the Director’s Club.
My involvement with All Aboard Washington started as one of the nuclei of activists helping to organize it (under it’s former name, The Washington Association of Rail Passengers) during the 1980-1981 period. I have been involved in transportation all my life, namely with airline work. Despite my career work, I was well aware of the social and environmental benefits of rail transportation, and how that has been neglected by state and national governments, and this has made me an advocate for rail transportation. I was the treasurer of The Washington Association of Rail Passengers since its incorporation through 2001. I was also the membership chair and meeting organizer through that period. Since that time I have undertaken the unspecified duties of the financial secretary.
Since 1988 I have also been a Board member of NARP, and have attended most of the semi-annual meetings of that Board.
Paul Scott, the owner of the Davenport Motel in Davenport WA, has been an avid rail traveler for many years and supports balanced funding for all modes of transportation. Mr. Scott has completed his fourth year as an interpretive guide for the National Parks Service Trails & Rails program on Amtrak’s Empire Builder. In addition, he recently returned from a round trip on Amtrak to New Orleans where he attended the National Association of Rail Passengers’ annual board meeting as a proxy delegate.
When traveling abroad by air, Scott makes sure to incorporate cross-county rail journeys in the various countries he visits so he can experience high-speed rail systems, something he hopes can be further developed in the future in the U.S.
James Neal is a former member of the Washington Association of Rail Passengers/All Aboard Washington Board of Directors and former Vice President - East. He resides in Ephrata, Washington and is retired from the practice of law. “I am appreciative of the State of Washington for its sponsorship of Amtrak operated Talgo rail passengers service between Vancouver, B.C., via Seattle to Portland. In my view, this type of rail passenger service is important to the future of Amtrak. He served as All Aboard Washington’s webmaster from 2006 to 2008 and is currently Treasurer. Mr. Bowen is a lifelong commuter rail and long distance rail user and supporter. He was born and raised in the greater New York City area and first moved to Washington State in 1983. He has been a Seattle resident since 1987 and now lives near Seattle’s Seward Park with his wife and twin daughters.
